Lord Ellenborough humbly presumes to communicate to his Royal Highness the Prince Regent, the declaration & Certificate of her Majesty's Council this day made at their Quarterly meeting at the Queen's [[deletion]] house [[/deletion]] [[addition]] Lodge [[/addition]] near Windsor Castle, which is ,, That the state of his Majesty's health at the time of their meeting is not such as to enable his Majesty to resume the personal exercise of his Royal authority -- That his Majesty's bodily health continues very good -- That the disorder of his Majesty's mind remains undiminished -- That his Majesty's Physicians do not expect his Majesty's recovery, but that such recovery not being impossible, they represent that they do not absolutely despair of it.
