Bushy House. Wednesday Afternoon. Dear Sir, Being interested in the welfare of Captain James Tomkinson late Commander of the Otter sloop I request to know if he has been promoted to the Rank of Post Captain since his return with Commodore Rowley from the Isle of Bourbon: at the same time I am to request if it is not improper that Mr. Yorke will allow me to see Captain Bingham's account of his affair with the American Commodore and of course I understand the matter to be in confidence.
