I have heard that a Mr: Arthur who was sentenced in the last rebellion to death and was improperly pardoned has been seen in the South and also that vessels under pretence of being smugglers have landed arms and ammunition: all these circumstances prove connections out of the Kingdom with foreign powers: I look to Spain and Russia as fomenting this rebellion: the Government are right in keeping things secret but they ought and must know more: I will thank you to inform me as events arise.
