/ This seems to be a Case, wherein the Law has yet made no adequate provision, there being no Person yet authorised to assume the exercise of the Royal Functions. It is also a case, where the Legislature is, strictly speaking, incapable of making such Provision, by reason of the Personal imbecility of one constituent Branch. The defect is too great to be supplied by the authority of any private advice, or of any less than the great Councils of the Nation.
