Barfleur at Sea 2d. May 1782 Sir As I understand there are in the fleet under your Excellency’s Command a considerable Number of English Seamen, I have the honor propose an Exchange Man for Man, and whatever Number of Men your Excellency — may be pleased to send, more than the small Squadron off Cape Francois has on board of His Most Christian Majesty’s Subjects, an equal Number shall be instantly returned from the Squadron under my Command, by any Ships Armed or Unarmed, You may be pleased to send them by, and the Honorable Captn Cadogan, will direct a Frigate to conduct her to me I am led to make this proposal from a desire of Alleviating the Misfortune of individuals & flatter myself the same Motive will have Weight with your Excellency.
