Letter from Rear-Adm. Sir Samuel Hood to General Jacob de Budé expressing concern at the delay in the sailing of the British fleet and suspicions that something may be amiss, quoting a letter to him from Lord Keppel of 29 April recommending Adm. Pigot but disparaging it, remarking that Pigot had never previously commanded a squadron and would therefore require advice and assistance from all his able officers.

If his Lordship had been candid, he should have added that Admiral Pigott, having been on shore upwards of twenty years, [[underline]] never [[/underline]] hoisted his flag before, or [[underline]] ever [[/underline]] commanded any squadron [[underline]] whatever [[/underline]], can have no knowledge of the management of a great fleet, therefore stands in need of the cordial advice & assistance of every able [[unclear]] under his command-- [[underline]] This [[/underline]] would have been [[unclear]] But I ask pardon, I had forgott that men a days, may know their duty by [[underline]] intuition [[/underline]] not in need of experience & practice Had our new first Lord been disposed to be [[underline]] really [[/underline]] friendly to me he would not so long have neglected to call my Brother into action, who I readily confess is my superior in naval knowledge, and a braver man never drew breath.
